Description

72% of Spanish municipalities have less than 2,000 inhabitants, and their water infrastructures (tanks, sewerage networks, pumps, supply networks, meters) are sometimes more than 45 years old. SMAG aims to develop a software tool that will revolutionise traditional audits based on data collection and automatic calculation of indicators and compare with other municipalities with similar characteristics.

Objectives

The project has been developed based on the following tasks:

Definition of analysis parameters. The project analysed previous studies assessing water infrastructures, such as the IWA publication Guiding Water Utilities to Excellence.

Audit design and data collection. The following data collection modules have been defined: General data; Knowledge of the service; Tariff regime; Economic evaluation: revenues; service costs; and Quality of water supplied. Data input and output formats were defined in the form of a report.

Software Prototype: the tool has been designed in web support for data capture, allowing automatic generation and reporting. In addition, each municipality can carry out successive evaluations over the years to verify its evolution in the service evaluation indexes.

Validation in an appropriate environment. Three municipalities were selected, for which data were collected to test the prototype web platform and the result of the reports generated.

Results

SMAG has successfully validated a web-based tool that analyses water infrastructures, including network efficiency, economic analysis of the service and quality of service. The tool enables the capture and storage of data over time for municipalities and is primarily oriented to small cities. The prototype has the following functionalities:

SMAG has developed KPIs for water infrastructures based on accessible and easily available data; It ensures the tool’s usability and simplifies the data collection work.

SMAG provides a comprehensive presentation of information, including recommendations for improving reporting results.

SMAG provides an overview of the report’s main sections with visual graphs that determine the level of performance from 0-10: continuity of service, knowledge of the service; water efficiency; tariff balance and water quality.
