Entity description

The IAA is attached to the Department of Environment and Tourism of the Government of Aragon.
It was created by Law 6/2001, on Organisation and Participation in Water Management in Aragon. It is currently governed by Law 10/2014, of 27 November, on Water and Rivers of Aragon.
The IAA wants to be the institutional support for Aragon to have a participatory, transparent, efficient, and technically rigorous water administration. Therefore, transparency, participation, and consensus with the different water users in Aragon will be maxims in the management of the IAA, in the development of its functions and competences.

Activity lines

  • Some of the most important areas of activity are:
    • The promotion of urban water cycle infrastructures in collaboration with local administrations, by means of direct investments, grants, and technical assistance.
    • The operation of wastewater treatment plants (WWTP).
    • The management of the Water Pollution Tax (ICA), a regional tax of an ecological nature, which is levied on the production of wastewater, and the collection of which is used entirely for sanitation and purification.
    • The execution of projects of General Interest, by means of a State commission from the State to the Autonomous Community.
    • The functioning of the Aragon Water Commission, as well as compliance with the agreements reached in this plural forum for participation.

Activity lines

  • Some of the most important areas of activity are:
    • The defence of Aragon’s interests in water matters, especially in planning issues, in compliance with the provisions of the Statute of Autonomy of Aragon and the Bases of Water Policy in Aragon.
    • Development of flood risk management actions.
    • Classification and safety register of dams, reservoirs, and ponds under the jurisdiction of the Administration of the Autonomous Community of Aragon, as well as the approval of the emergency plan in the case of ponds classified as A or B and their annual monitoring.
    • Participation in national and international projects and forums on water and sustainable development.
    • Dissemination, awareness raising and promotion of efficient water use, including the study and promotion of new technologies for the rational use of water.
